Current Status: Application incomplete, preparation of an Environmental Impact Report

Project Details: A request to remove the property from the Smoky Hollow East specific plan and adopt a new specific plan (Grand & Kansas specific plan) and construct a new, 276-unit apartment developmental on a 3.617-acre parcel. Units will include a combination of studio, one-, two-, and three-bedroom. Additionally, a new 402 space parking structure will be built on the east side of the property, accessed via Washington Street. The project is bounded by Kansas to the west, Grand to the south, Washington to the east, and Holly to the north. Submitted applications include:

• Specific Plan Amendment to remove the property from the Smoky Hollow Specific Plan Area
• General Plan Amendment to change the land use designation from Smoky Hollow Mixed Use, to Kansas Grand Specific Plan and to allow the proposed density
• Adoption of the new Kansas Grand Specific Plan
• Zoning Map Amendment to update the zoning map for the property
• Zoning Text Amendment to codify the new Specific Plan
• Site Plan Review for review of the proposed development
• Development Agreement to agree to development and public benefit terms
• Tentative Tract Map to combine the property into a single lot
• Street vacation process to vacate 25-feet of Washington Street
• Waiver of requirement to dedicate a future right-of-way on a portion of Grand Avenue

Project Details: New construction of an 8-level mixed-use building with 11,257 square feet of  commercial space on the ground level, 191 parking spaces on levels 2-4, and 79 residential units (rental) on levels 5-8. The project is located at 703 North Pacific Coast Hwy at the northwest corner of Palm Ave. and Pacific Coast Hwy.

Project Details: New construction of a 13,422 square foot, four -story (42'-2' tall) mixed-use condominium building consisting of five commercial units and four residential units above. The commercial units include 4,888 square feet of retail space and 4,182 square feet of office space. Four two-bedroom residential units will be provided on the third floor. The residential unit's range in size between 1,090 square feet to 1,116 square feet. There will be seven surface parking spaces in the rear of the building and 24 parking spaces in a subterranean garage.
