Senate Bill 9 (SB 9), also known as the California Housing Opportunity and More Efficiency (HOME) Act, was signed into law on September 16, 2021, to promote residential housing density by requiring cities to allow and expedite urban lot splits on parcels in the single-family residential (R-1) zone.
On March 1, 2022, the City Council adopted Ordinance No. 1633 to implement the provisions of SB 9. The standards can be found in El Segundo Municipal Code §15-4G (Urban Lot Splits and Two-Unit Developments General Requirements and Development Standards).
On September 19, 2024, California governor Newsom signed into law Senate Bill 450 (SB 450), which amends SB 9 and further streamlines the approval of Urban Lot Splits and Two-Unit Residential Developments.
On May 20, 2025, the City Council adopted Ordinance No. 1672 to implement the provisions of SB 450. The new standards can be found in El Segundo Municipal Code §15-4G (Urban Lot Splits and Two-Unit Developments).
APPLICATION PROCESS
Any application for a building permit to create a two-unit residential development or a lot created pursuant to an Urban Lot Split in compliance with El Segundo Municipal Code §15-4G on a single-family residential lot will be ministerially approved. Properties developed under this section will be subject to all applicable fees, including development impact fees, and assessments.
